As part of the national project to modernize the Tax Service of Ukraine, I took an active role as the project coordinator for the Kyiv region. My responsibilities included the organizational support of key initiatives aimed at improving the efficiency of the region’s tax authorities.

The main goal of the project was to elevate the tax service to a fundamentally new level by implementing the best European administrative practices, modern information systems, and updated process management methods. The Kyiv region served as one of the pilot areas, which meant that all newly developed solutions, approaches, and tools were first tested with us, and the results of their implementation became the basis for further scaling to other regions of the country.

The project encompassed several strategically important areas, including the introduction of improved VAT administration procedures, the creation and launch of a legal support system, the development of a cluster analytical system, and other tools aimed at increasing transparency and manageability of tax processes. Each of these components required an in‑depth analysis of the current situation, adaptation of European best practices to national specifics, and the development of an effective implementation model.

I led a team of specialists responsible for organizing the implementation of project solutions at the regional tax administration level. We ensured coordination between the central project office and local departments, developed detailed implementation plans, identified priorities, risks, and the sequence of actions. Strategic and technological tasks were shaped by the project office, which provided us with conceptual documents and guidelines. My task was to translate these documents into specific operational steps adapted to the structure, processes, and capabilities of the regional tax service.

In addition, I coordinated communications between the teams developing information systems and the staff of various departments. Special attention was given to training employees in new tools and procedures, which was critical for sustainable and successful implementation of the changes.

Working in a pilot region required a high level of responsibility, flexibility, and the ability to make decisions under uncertainty. Thanks to the successful implementation of project initiatives in the Kyiv region, we were able to develop effective approaches that were later used as a baseline model for modernizing the Tax Service across Ukraine.
