Main Tasks of the Resource Manager
- Resource needs planning. Determines which resources (people, equipment, specialized roles) are required to deliver the project. Develops an initial forecast of workload and resource needs for each project phase.
- Resource workload management. Controls the allocation of resources across projects, monitors their current and future workload, and prevents both overload and idle time. Ensures a balanced distribution of resources among different project requests.
- Coordination with department managers and project managers. Aligns the assignment of specialists, clarifies the availability of experts, and facilitates communication between the project team and functional managers.
- Maintaining the corporate resource register. Keeps information on competencies, availability, utilization, and cost of resources up to date. Ensures transparency of resource data for all members of the project management office.
- Forecasting and needs analysis. Prepares reports on potential resource shortages or surpluses, evaluates resource-related risks, and proposes solutions such as redistribution, external hiring, or employee training.
- Support for labor‑cost budgeting. Assists project managers in estimating the effort required for tasks, validates the accuracy of resource plans, and monitors the alignment between actual and planned utilization.
- Managing resource conflicts. Resolves disputes between projects competing for key specialists, proposes alternative resources, or adjusts workload priorities where necessary.
- Monitoring resource utilization. Tracks actual task execution, planned vs. actual workload, and ensures timely data entry into the system (e.g., Project Online / Timesheets).
- Analyzing resource utilization efficiency. Assesses productivity, identifies bottlenecks in workforce allocation, and provides recommendations to improve workload distribution and operational efficiency.
- Contributing to the development of resource‑management processes. Proposes improvements to methodology, updates regulations, templates, and resource‑tracking tools, and participates in the implementation of new planning systems.
